Until 2014, Chile was a stable country in tax matters, with tax regimes that allowed businesses to plan ahead. However, since the tax reform of that year, this has changed; the semi-integrated regime and the attributed income system were created, altering the model and the evaluation of business decisions, such as the increase in corporate tax rates, which have remained a constant topic on the agenda of successive governments.
In 2022, a new tax reform bill was presented but not approved; however, discussions on changes to corporate tax rates and tax regimes had already begun, including a shift toward a disintegrated system.
Following the failed attempt in 2022, there is now renewed insistence on changing tax regimes and creating a disintegrated system. How long will entrepreneurs have fairness within the unfairness of tax uncertainty? Not even a month and a half has passed since the fiscal pact was published, and yet another reform is being pursued—this time directly targeting tax regimes. It appears that over the past 10 years, certainty in tax matters has not been a priority when establishing fair conditions for the country’s growth.
